White Plastic Grocery Store Bags or
Small White Garbage Bags
String or Fishing Line
Cut the handles off your store bag
Cut the sides as well so it's a rectangle.
Take the scissors and make strip cuts in the bag, but leave about 1 inch at the top uncut. It will look something like a hula skirt.
Blow up the balloon and knot it.
Leave the knotted part at the top and tape the skirt onto the balloon, about half way down, around it like a hula skirt.
Now you can draw a scary face or a happy face, depending on what kind of ghost you want.
